Cleanup Stategy and Phases

LLNL has developed a strategy for the Comprehensive Environmental Response, Compensation, and Liability Act (CERCLA) cleanup that is comprised of two phases: 1) remedial action buildout, and 2) long-term response action.

The Remedial Action Buildout phase consists of:

  • Completion of characterization and finalization of cleanup standards and remedies.

  • Construction and installation of engineered systems (i.e., treatment facilities).

  • Completion of short-term remedial actions (i.e., soil excavation).

  • Completing all regulatory-negotiated CERCLA required documentation.


The activities associated with remedial action buildout are based on the remedies selected in the Final GSA Record of Decision and the Interim Site-Wide Record of Decision. The additional task still to be performed as part of the buildout phase are shown below and include:

  • Completing characterization at Building 812, Building 865, and Sandia Test Site.

  • Excavating contaminated soil near Building 850 and Building 855.

  • Installing additional treatment facilities.

  • Expanding the extraction wellfields at the Central GSA, and at Buildings 830 and 832.

  • Selecting and implementing remedy for contamination at the Pit 7 Complex.

  • Completing installation of monitoring networks for Pits 2, 8, and 9.


The cleanup standards will be selected in the Final Site-Wide Record of Decision scheduled for 2007. Once buildout of the approved remedial actions is complete, the Long-Term Response Action phase will commence.

The Long-Term Response Action (Stewardship) phase consists of:

  1. Operation and maintenance of remediation systems.

  2. Performance/compliance monitoring and reporting.

  3. Risk and hazard management.

  4. Regulatory/community interactions.

  5. Evaluation of progress to meet cleanup standards.

  6. Achievement of cleanup standards and site closure.


The Long-Term Response Action phase of the Site 300 Environmental Restoration project will end when the regulatory criteria for site closure are achieved.
